Starter Site Suggestion

Would you please suggest starter sites that would be easiset to configure to mirror these 2 different websites.

don't think theres anything in the site library that is similar to either site.
The second site has a very similar header to the recently added Capital site:
The single post layout would not be too hard to replicate either and we could give some pointers on how to do that.

No, there are not any sites with a Slider built in.
But you can add a slider plugin if required.
Can put a full width slider below the navigation like on this site http://usahypnosisassociation.org/?
Hi there,
To have a slide/carousel similar to the one provided in your link (https://share.getcloudapp.com/wbuYORW9), you would need a third party plugin as mention by David.
Here is the repository of carousel plugins available in WordPress: https://wordpress.org/plugins/search/carousel/
After adding one, if it follow WordPress Codex standards, you should be able to hook it's shortcode/block through an Element on your preferred location.
