Stacking header area for mobile

1. I want to center align and stack site title, hamburger, header widget, and search tool for mobile and have been tooling around in customization but haven't yet found the way. Any documentation on that would be much appreciated. Under header customization for mobile, I have mobile header turned on and branding type set to site title.
2. Also, in mobile view and on my mobile device I have two hamburgers one in the nav area and one on what appears to be a top bar, which I do not have set in widgets, and this top hamburger doesn't work, not linked.

If so can you deactivate that first?
That worked! Why do I think I tried this already and it didn't do anything at the time. I bet you hear that a lot.
