Yep will work in Sections, Header Elements or Hooks.
On the Image tab there are two overlay colors one for Hover and one for static. A slight tint on static helps to improve the text contrast.
The images are set to a cover property. So they should always fit using this method. Best to place them in the container they are going to be in first before making changes to size or apsect ratio.
