smooth scrolling to entire website

the only smooth scrolling within GP is related to menu links that jump to elements on the same page:

I am not sure i follow - neither of those sites seem to mouse scroll smoothly, the first link is rather jumpy and seems to scroll past where i wanted to go.... but i did find this:

Not sure if that will provide the effect your looking for.

For something so simple it's really complicated to do.
I had a look at the plugin code it is lightweight. And being updated frequently which is good.

I would stick with using the plugin if it does the job. It's all code, whether it be in a plugin or in a theme function :)
