Smooth Scroll on Page Load (between inner pages)

How do I click a link on the home page that goes to a subpage and when that subpage loads, it smooth scrolls down the proper anchor. I didn't see anything on the help doc that works "between pages" but I can get it to work on just one page.

The smooth scroll of GP only works on one page.
Unfortunately, it can't be achieved without custom development. :(
