Smooth Scroll Not Removing (Desktop and Mobile)

Hello!
I tried to remove the smooth scroll, cleared the cache, and updated all versions.
The setting is not on https://prnt.sc/ouvluu but is still appearing https://prnt.sc/ouvlz9
Which setting is this?
