Smooth scroll is not working

When I click on any of the links (just below), it doesn't scroll smoothly. See this video for a better understanding of what I am saying.

not yet, should I do this - I am using 21 plugins and every plugin are running at frontend.
Hi Sanu,
I can't view the page that you attached currently.
I would suggest starting a staging site and try to disable all plugins to test.
The more plugins you activated, the bigger chance that some conflicts occur.
