Slow Load Time

Hi,
My site is loading very slow. I want to ask if the problem is with the server, theme, plugins or sth else. I have done pingdom test and it has showed load time 16.07 sec. Although I read the pingdom results I haven't the knowledge to understand where is the problem. I also want to note that my wordpress panel is very slow.
Plugins I use: Akismet Anti-Spam, Autoptimize, GP Premium, Really Simple SSL, Shared Counts, The SEO Framework, The SEO Framework - Extension Manager, Windows Compatibility Fix, WP Show Posts, WP Show Posts Pro, WPForms Lite
Hi there,
i ran a couple of tests and the only real issue is to do with your host/server - there is a huge variable waiting time for the initial request to complete - fastest load for me was 6secs slowest was 15secs.
Have a word with your hosting company.
