Site wide background

You have so many docs on backgrounds I'm confused by what I actually need to do.
I basically want a 'site-wide' global background image, instead of the default grey.
Is this article obselete?

I'm not seeing how to do it. According to that.
It must be quite simple.

How do I add a header image? I don't mean a logo..I mean a 900px X 200px header image at the very top of my website.
I'm a Premium user btw.
Hi there,
in the Customizer > Backgrounds > Body - this image will apply to all pages.
You can set a background to the Header in the same way. Alternatively if you want it above the header you can add as an image to Top Bar Widget.
I'm sorry where is that?

I don't see that option.
