[Support request] Site is scrolling to the top…??

On the following page, when I scroll all the way down to the footer the site starts slowly scrolling itself back towards the top. I am using Elementor but have an IDENTICAL page on a different URL that doesn’t have this issue. I have reached out to Elementor for help but have yet to hear back so I figured I’d ask you guys in case you had seen or heard of something similar.

Any ideas?
