Side Bar Menu Item Doesn't Toggle (only for the small arrow)

I recorded my problem in this 1 min video w/ audio.
In short:
Is is possible to make the menu item behave the same way the arrow does next to it?
That is when clicked the sub menu drops and stays so one can chose from the sub menu items.
Now when clicked it drops and it slides away, not giving any time for the user to chose from the sub items.
