Set Target Language in HTML header Lang="TARGET LANGUAGE"

Hi,
What is the best way to set the target language in the sites header? ie lang=en
I'm worried If i edit the PHP directly an update will override/undo my work.
currently it seems you have to change the language of the backend to make this work, howver its kind of annoying, i'd prefer to leave the WP backend in English and change the lang HTML element manually somehow.

Hi there,
What if you change the language in the backend, then set your language to English (or whatever) in your profile (Users > Your Profile).
That should make it so the backend is English, and the frontend is whatever you set in the settings.
