serving scaled images page speed

Hi, I recently added a logo that I thought was scaled to what CSS or HTML was scaling it to 210 x 109 px but my page took a hit per https://gtmetrix.com for not serving scaled images.
Any idea how to fix this? I previously had an image that wasn't scaled but it didn't look as good as the image I have now.
The image is the logo at the top of the page.

Basically I don't want the image to scale at all not even for desktop

That warning shouldn't have effected the page speed much.
I forgot to save as web for legacy and re-did it. Image is now scaled but looks blurry even though I uploaded it in the exact dimensions it was set to be scaled to. Any idea why that is?
