\'section\' that I want to use on my blog page but it wont show up

I want to have a bar that goes across my screen that is a different color than my default background so I was guided to use 'sections' to make it.
When I try to implement that section at the top of my blog page where my posts go...it doesnt show up :|
I dont know why? help?
I also want that section to be present on my individal post pages but haven't gotten to that yet.

you can't use Sections on the blog, as its not a normal page.
This content will be the same content on the Blog and the Posts? And where would it be positioned?
On my home screen I want it under my hero image, and on the other pages I wanted it at the bottom of the header.

OK cool, you're helping me in another post about how to better code the form itself then I'll hook it into everything. Hopefully it goes well :)
I thought that would be the case :)
