Before opening this, I searched for

Is there a way to define snippets of content that can be reused in multiple locations?
For instance, a phone number, to be included in header, footer, and inline in text on various pages.

Widgets are the common place for these. You have the Top bar, header, sidebar and footer widget areas to choose from. And for in content you can use a short code plugin like this:

I ended up starting with Loomis reusable content plugin. For right now, I just want simple text, not a full widget.
Unless (probably) I am misunderstanding something.
