resizing mobile photos differently

So I know you can set photos to show for different screen dimensions, but was wonder if through css or a plugin I can custom change the way images scale to mobile. it seems to me they get to short in the vertical aspect no matter how tall I set the pixels. So I would like the ability to change this at will. Especially for full width images the ratio just make it impossible to read text on an image as is.
