Replace Header/Menu with Elementor Header/Menu

I have created a new Header/Menu grouping in Header Footer Builder. It works fine except that the secondary menu is "overlapped" by the page title. I tried changing z-index on the menu, but had no luck. How do I get the Elementor Header/Menu to take precedence over the page title? I have disabled the Elementor header/menu but I can reinstate it if necessary to determine the problem.
