Remove everything related to widget when no widget are used

Hi,

When no widget areas are used, you dequeue "generate-widget-areas-css" which is good (performance wise).

Why not removing (or moving to "generate-widget-areas-css") everything related to .widget that sits in main.css ? That will improve performance too.
