Plugin link in admin disappears after 1.4.1 and 1.4.2 update

Hi guys, running 1.3.1 and went to update to 1.4.1 and Plugin link disappeared from admin. Frontend unaffected. When 1.4.2 was released I deleted 1.4.1 and installed 1.4.2 and again Plugin link disappeared. Frontend unaffected. Back to 1.3.1 and Plugin link has returned.

There are other peeps with more pressing problems because my frontend is fine but I thought I'd inform you. Below is my system info and images:
