Permalink Language Issue?

Hi,
I have a Thai website and I'm trying to get the permalink to fightforfluency.com/อาชีพภาษาอังกฤษ but it keeps changing to fightforfluency.com/50 or fightforfluency.com/50-อาชีพภาษาอังกฤษ-ที่ทุก

This has happened before and I don't know if it's a language issue or what. I've tried playing with permalink WP settings, deactivating AIO SEO etc. but to no avail.

Permalink is 100% handled by core WordPress so this shouldn't be a theme issue.
Can you confirm that the same issue exists in a Twenty series default theme?
If so I'd recommend checking with the WordPress support team to see if they have heard the issue before.
