Parallax image with section on page

I've added a section to this page and set a background and turned on parallax. But I'm not seeing it do any sort of animation.
It is the mission statement section.

No way to do it without adding php? CSS maybe? On that other text page, I used CSS to make a parallax image...
Our parallax is not using CSS so the filter is the only option.
Ok. Is there some advantage to your parallax version versus using CSS? I find that CSS one moves too much in a way. Other content seems to overlap it at different page widths, for example.
I don't think there are any specific advantages - just different methods of doing things.
