page with sections oddity

I've previously seen this in Thrive, so I am a bit familiar with it, but it surprises me to see it in GP:
Launch a page that is still in draft mode (don't know if that makes a difference... have not yet tried in publish mode) and then after it is loaded attempt to, for instance, load Appearance > GP hooks.
The page blinks a bit. That's it.
Next: save the draft (the wee cloud icon at the top) even tho nothing has changed, and try Appearance > GP hooks again. Works fine.
Not a major thing, of course, since I can deal with it. But an oddity. Known?
Oh. Almost forgot. Possibly important. I have Gutenberg enabled on this site, and the page is showing the little GB icons in the upper left of the editing window. Also: everything is current.

It almost looks like a message is supposed to display telling you your changes haven't been saved. I may just be a Gutenberg bug as they continue to develop.
Even if there are in fact no changes?
I'll play some more (see if I can recreate in an altered scenario) and get back to you
