Page Header option in Layout section after GP premium 1.7

Hi
I have 13 page headers. Before GP premium 1.7, when my client created a new page, they chose 'Page Header' in the 'Layout' section for the page and chose one of the page headers from the dropdown list.
I have enabled 'elements' in GP 1.7 and duplicated one of the original 13 page headers.
It doesn't appear in the page header drop-down list
I want my client to be able to choose their own page header for the pages they create.
Do they have to go to 'Appearance / elements', find the header, click 'edit', click 'display rules', click 'add location rules', choose 'page' and then find their new page in the (huge) list of page names?
Is there an option using 'elements' to be able to choose the page header when creating the page?
I understand that I don't have to move to using elements, but obviously for any new clients I will have to use elements which means I lose the ability to add a page header on page creation.
Hopefully I've just missed something in the documentation that tells me how to do this

Hi there,
the 'local on page' header was removed in favour of the Elements display rules.
Which i can see in this instance can effect manual workflow. So today the client would be required to assign a header in the Elements displays rules.
Personally i take advantage of the Featured image and {{template_tags}} that are in the Header to create dynamic content.
What sort of content is the client adding to the header? Do you have an example?

The headers have a shortcode in them for a slider (Smart Slider)
The client isn't changing the header just choosing a header for the pages they create. You mention 'featured image' - but do pages have featured images? I thought that was just posts.
It may be that page header wasn't the best way to add a slider at the top of each page - I don't know but it was certainly easy for the client to choose a page header so that the got the slider they wanted for each particular page.

Aside of doing some tricks with Custom Fields, the latest version does require the display rules to be set in Elements. Are they only be used on Page Headers?
Oh and yes, Pages do have featured images.
