Options to hide featured image not showing

One of my sites has a problem where the options to disable the featured image in customizer>layout>blog is not showing.

I have the GP premium plugin activated and the disable elements module activated.

Ive tried disabling all plugins - still no good.
I simply want to hide the featured image at the top of my posts.

Activate the Blog module, this option will then be available in Customizer > Layout > Blog --> Featured images.
The Disable Elements module adds to the Layout meta box in the post editor so you can make post specific changes:
