New Menu Location via Hook

Is there a way to add a new menu area via a hook?
I have the Seller theme installed and want to create a menu and search bar underneath the main header area that would have a Woocommerce Category menu and a search box.
Hi there,
looks like you only have the Primary Nav in place. Why not use the Secondary Nav? Let me know.
