Nav behavior on scroll

The nav color behaviour on scroll. Not sure why it is only changing the background colour on current links on scroll only. I would like the behaviour on scroll to be permanent when the page is static too. Not to just change like that on scroll but to be persistent before scrolling.
I've worked it out.
