My sites is not showing blog post comments - lready google it guys...

Hi Guys & Support,
I already Google this question and no definitive answer. My site (see "private information") is not showing blog comments like mentioned in the past by others.
The "Discussion" section from the Dashboard --> Settings area is not appearing. See here for added quick details into the situation: https://i.imgur.com/Hzfh2dj.jpg
I see a comments.php area in theme editor, so I am sure I need to tick a box somewhere, but I can't find it anywhere guys.

Hi there,
The discussion settings screen is a handled by WordPress itself so it cannot be a theme issue.
I'd assume the issue is the same when you activate a Twenty series WP theme to test?
