My site library is stuck on "Gathering Information"

I have tried to import the "Shop" from the site library. I also tried a few others just to see what would happen. They are all getting stuck at the "Gathering Information" step. I've tried it on two different test sites. I have deactivated plugins, have most recent versions etc. I am not getting any errors just keeps spinning.

Any idea what could be wrong?
