Do you have any caching or optimization plugins activated?

If so can you disable them first?

I have generate press and wordpress forms lite activated, everything else is deactivated and it is still doing it.

Please make sure there is no server-level caching as well.

Your sites has some sort of caching enabled in it. Can you try purging all forms of its cache and see if it works?
