Move single menu item into header next to burger nav

Hi there

I have a call to action for a special offer that I have added as a menu item with CSS to make it stand out next to the logo on the site.

However what I would like to do is have this item / button on its own when the screen gets to a smaller size (i.e. move it out of the menu and next to the logo like the search icon is).

I had a look at the https://docs.generatepress.com/article/block-element-overview/ page based on some other forum posts I looked at, but I'm not really sure if this is the correct approach.

I would also be happy to have this CTA appear as a second top bar on mobile if that is easier, and hide the menu item.
