Move Comment Count To Before Content

Sorry if I'm missing the obvious, but is there an option to move the comment count, tags, categories so that they are in-line with the date, author post-info meta before the post excerpt/content or is this something that I will need to do with some Hook action?

I was doing some forum cleaning and came across this - I have no idea how I missed it, I'm sorry!
Since it's been over a year... I'm assuming you resolved it?
