mobile responsive layout missing

Hi,
Found out that the mobile layout of my site was completely messed after clearing cloudflare CDN cache. Same problem happened before and have to replace the complete site with backup files. I'm not quite familiar with codes and assuming that the css was missing or some other problems caused by CDN service?
Really need your help if you have similar experiences on this issue. Temp login info has been included in private sector.

So it should be the problem caused by CDN cache clearance right? Just wondering how to avoid the same issue in future.

Some sort of caching and optimizing issue for sure.
Unfortunately I'm not sure how to avoid it.
Just make sure everything is cleared properly I guess.
