missing parent-child page attribute

It looks like the Page Attributes widget on the compose page section is missing the parent-child page attribute feature. All it has is Order.
I am trying to set a page as a child of the front page so that the top dropdown menu will show something like Home with About as a submenu dropdown. When I edit About page, I expect to see some kind of drop down menu in the Page Attributes widget with Home as an option.
What am I doing wrong?

Hi Tom,
Instead of doing it that way, I highly suggest you build your menu in "Appearance > Menus".

I considered that but the posts and blogs are not there. Now I suspect that they will be there after I actually publish them. As it is now, they are all draft while i get ready to replace my existing html pages as one cutover.

Ah yea, they'll need to be published in order to show up.
That's most likely the reason you're not seeing the parent option as well.
