Migration on very active website

Hi,

I've a membership site which is quite active. I'm changing the whole interface and I use GP for that.

I've setup on a dev site almost everything but I can't just migrate as usual, I would loose the changes. I don't want to shutdown the website either.

Is there a way to "create" Elements / Pages on my production website WITHOUT having GP installed so that when I activate GP I don't have everything to create by hand ? Does the export feature of GP saves Elements too ?
