Merging Header/ Navigation/Content

Good day,
I am using Elementor with Generate Press/ Premium and I am not able to merge Header / Navigation and Content.
I want my navigation bar to be transparent and sit on the top of my main featured images on my pages.
I tried to follow to steps below but i am not able to find or create a new page header on the back end.
