Merge image with navigation

I've got a print sales website that I'm trying to create an image navigation for, but I cannot work out how.
I have a long thin image with my logo on it and I'm trying to merge this into the navigation so that the image with the logo blends in with the navigation menu.
How can I do this? I have tried elements, blocks, etc, but the image never displays.

Like a transparent menu combined with an image on every page (woo-commerce store)
