Menus Not Showing Correctly in Phone Mode

After importing the entire site in phone mode the menus are incorrect. Tapping on hamburger and menu bring up the side offsite menu.
The test site works fine when in phone mode/width both the word Menu and the hamburger icon go to the main menu.
Please tell me the settings to correctly have the main menu on the work menu and side menu on hamburger in phone width.

I'm not sure I fully understand your issue, the 2 sites are behaving exactly the same.
The testing site hamburger menu is using the main menu no matter on desktop or mobile, while the final site hamburger menu is using the side menu on both desktop and mobile.
Only one menu can be assigned to the slide-out navigation, it can't switch to another menu on different devices.
