License Key and Modules Won't Activate

I just purchased premium. Downloaded the GeneratePress Theme and uploaded the gp-premium plugin. When I go to configure the plugin and add my license key or try to activate any of the modules for use, I get a continuing spinning black circle with the white dot. I have tried everything but I can't get it to activate or work.
I am trying to build on localhost, then move the site to a live server. Is this an issue? What am I missing? Do I need to "add a site" in my account area first before trying to activate the premium plugin? If I do this, am I able to easily change the site url after the site is loaded to a live server?
Any help is appreciated cause this is the first site I ma adding and i already isn't working. Thank you.

can you try regenerating the sites permalinks - go to Settings > Permalinks and click Save Changes to do that.
Then retry. Let us know
Thank you, David. That did the trick. Why was that an issue? Either way, I appreciate it.
Probably the REST API wasn't 'awake' and it couldn't find the wp-json file. Rebuilding the permalinks fixes that. Its not something that should re-occur.
