Layout shift

A layout shift is occuring. I appears the menu bar is being painted twice, then replaced with the content.
I'm using is-logo-image in the include caching.

the issue looks related to the Critical CSS you're running - can you temporarily disable that to check
It does appear that it could be that.
Are there tools or techniques to help determine what CSS is missing?
How is the Critical CSS being generated ? Is it automatic ?
