1. used to be able to edit Footer content. Not possible anymore. How do I do that?
2. how do I remove Top Bar if necessary?

Hi there,
Are you trying to remove top bar globally or just on some pages/conditionally?
to have the option to remove it on all pages.
If you don't want to have the top bar globally then simply remove the widgets from the top bar widget area:

Or you can use a layout element to disable it conditionally:
