Issue with text block

I am trying to put a text block under my slider rev banner. I can put the block there, however, I am unable to edit it. If I click edit then the general tab remains blank and nothing loads. If I hit the design options tab and then go back to the general tab the space where I can insert text loads but with no text in it. If I then write text it does not save once I have closed the box (even if I click save changes) I am also not able to switch between visual and text tabs once I do get the editor up. Is this a GP issue or a WP issue??

I have re-installed WP with no joy.
