Is there any way to put a widget on multiple pages but update it in one place?

Basically, can I create a widget/section/whatever, put it on multiple pages, but have them all be adjusted by changing the one master widget? If I have 10 pages that need the same update, it could be a headache.
Also, the footer is like that by default, right? If I update it on one it updates on all?
