[Support request] Is it possible to create a menu across the top of the page like this one?

Is it possible to create a menu across the top of the page like this one with generate press? my clients site needs to be updated as the theme that he is using is not being maintained and the site is not responsive. I realize much of the site won’t be able to be recreated exactly as what he has, but he is really in love with the header and menu bar. I would love to move him over to generate press.

It will take some custom coding to make it exactly like that.
