On a test site I’m building – i’m just using the GP Premium default theme – to clarify, I have “not” added a premium theme from the site library.
I was just watching some education WordPress youttube videos this morning (an older video thats 2 or 3 years old) – and noticed it was mentioned that it wasn’t advisable to use a Framework default theme – and that you should install a premium theme for the final default theme.
Question is; Is it safe for me to just use the GP Premium default theme as my final theme? … or should I be installing one of the premium themes from the site library to use the final default theme?.

I can only report from my own experience. I bought and installed GP Premium since Friday and I am really very happy.
Compared to many other themes from other firms, especially because of the very fast and helpful support that exists here for years, you don’t do anything wrong if you use this GP Premium theme.
For learning purposes it is certainly helpful if you use the other themes of GP Site Library. In the end you should use your own creation. This is of course my personal opinion and does not reflect the view of the others here.

I’m not worried about the support here … I’m more worried/curious about;
* By using just the Premium Default theme as my final default theme – am I making my customizations more vulnerable to being lost on a core WP/GP update?
* or if I use one of the premium-site library themes, do I get a higher level of protection for my customizations – becuase; it’s my understanding (which may be wrong) is the premium-site library themes are defacto child themes – which may have a higher level of customization protection during WP/GP core upgrades.

First of all GP Premium is a plugin which gives the free GeneratePress theme more options:
https://docs.generatepress.com/article/generatepress-and-gp-premium/And yes it is absolutely fine to use GeneratePress + GP Premium without using the site library.
Site library sites don’t increase the security at all.
