Yes, I'm very confused myself. It would be different if it were happening across all devices but it's only on mobile. I've set it to 0 but it's still in the same position. I can give login info if this needs to be investigated further.

0 is the highest priority value, it means it will be on top of all the content that are hooked in using the after_header hook.

So can you try change it to 15?

If it still doesn't work, can you disable all plugins except GP premium and GB?

Make sure you switch back to parent theme if you are using child theme.
