image resize question

I need to shrink an image...
I have a 600 px wide image in the media library.
In the blog post, this image only needs to be 300 px wide.
So I changed the image size from "full size" to "medium." This was done in the image block settings (right in the blog post). The image looks great and is sized perfectly.
From a site-speed & optimization perspective, is this a bad way to shrink an image?
I also tried this another way... I resized the same image to 300 px wide (in Mac's Preview app) and then uploaded it to the media library. Then in the image block editor I selected "full size." Although, the image file size was slightly smaller, the image looks too grainy.
What's the best way to do upload and resize images in your guys opinion.

PS I also use tinypng.com before uploading any image to WP.

Not sure why that would be the case, what if you resize it to 350px before uploading?
Thanks Leo for your reply. I tried the 350px resize and it still not as crisp compared to using WP to resize. No big deal but I'm curious to know if using the resizing option inside WP is not ideal.
