You can install Elementor to any of the site library templates.

I HAVE THE THEME I CHOSE IN THE LIBRARY, THE CLOUD ONE.
HE WON'T LET ME USE ELEMENTOR

Are you trying to use Elementor to edit the demo content?

If so that's not possible as it's using the WP block editor.

If you want to use Elementor with that template then you would need to completely rebuild everything.
