How to use ::before ::after

Hello Team-GP,
I noticed sth nice on a website, that I would like to implement on mine.
The website seems to use ::before and ::after to implement certain css. I am not 100% sure, how to proceed here for my website. How exactly would I implement the css for it to be applied on the first picture after the header on my landing page only?

Providing a custom solution like this is a bit out of the forum scope here.
I would recommend starting with copying the exact HTML and CSS the example site is using:
https://docs.generatepress.com/article/blog-content-layout/#archives
So that includes adding the stylized-background class to the image block and the CSS seen in the screenshot above.
I believe that should be it.
