How to styling a number serial for heading like this?

Hi everyone, in this screenshot I want to ask how can I styling the number serial like this?
And which block should I use to have that grey line divider?

Hi there,
the grey line divider you can use the Separator Block, and we can provide some CSS to change its styles. Add one to a page that you can provide a link to and we'll help with that.
The Numbering, that site is simply adding a <span> element to its titles that are styled differently for the numbers.
Question is whether you want to number headings on a page or a list block.
If again you have a page where we can see the layout you want styled like so i can see what CSS we can provide.
