How to reduce space BEFORE bullet list?

Since you are using GB elsewhere already, try using a headline block so you can set the margin-bottom to 0:

Thanks, yes it's the margin bottom indeed. Problem is that I need that margin for the rest of the paragraphs.

Headline blocks also have their own respective margins, so that won't work either. I need those margins for the titles and subtitles on my blog post.

Is it possible to modify ONLY the bullet points with code?

Headline block will absolutely work as you can set the bottom margin for each headline block separately as the documentation I linked.

Please give it a shot first.
